in I AM directed by the Secretary of State for India in Council to inform you, reply to your letter of the 26th September, that his Lordship concurs in the proposal of Sir Edward Grey to approve the action suggested by Sir J. Jordan for carrying out the enquiries in Chinese provinces by British officers which are necessary with a view to article 3 of the Opium Agreement.
I am to suggest, however, that if Sir Alexander Hosie's duties are confined to direction and supervision from head-quarters, there no longer appears to be justifica. tion for the grant to him of the subsistence allowance of 2. a-day, a moiety of which is borne by Indian revenues, under the terms of Mr. Montagu's letter of the 21st April, 1910. But if, on the other hand, Sir A. Hosie could be employed in conducting the enquiry in some of the less remote provinces-which seems to be in itself desirable- the allowance would necessarily be continued in respect of the periods during which he was so employed.
